ASEAN Training-of-Trainers Programme for Renewable Energy Training Institutions (RETIs)


The ASEAN (Association of south East Asian nations) region has huge potentials for the use of RE and member states are increasingly focusing on it in order to reduce the dependence on fossil fuels and to ensure a more sustainable and environment friendly power supply. The ASEAN Plan of Action for Energy Cooperation (APAEC) underlines this fact and outlines the ambitious target to expand the use of RE in the ASEAN power generation to 15% by 2015. One specific target of the APAEC is to "establish a network training and education centres involved in RE to promote cooperation and synergy" in order to strengthen the regional capacities to provide high-quality trainings in the field of RE. 

"ASEAN Training-of-Trainers Programme for Renewable Energy Training Institutions (RETIs)" within the ASEAN Renewable Energy Support Programme (ASEAN RESP) project is part of a capacity building programme jointly implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and the ASEAN Centre for Energy (ACE) within the framework of the APAEC. The Renewables Academy (RENAC), a Berlin-based training provider has been commissioned to implement this RETIs training programme. 

This capacity building programme, specifically for training institutions in the ASEAN region gears at strengthening their capacities in offering and conducting trainings of international standard so as to institutionalize training capacities on the local level and ensure that high quality trainings in the RE sector can be conducted by locally in the medium and long term. It also aims fostering peer-learning and exchange of know-how among the local RETI in the ASEAN region.


The programmes goals targeting existing and experienced RETIs and their training staff are to:

  • Increase the RETIs' expertise on technical issues regarding RE (PV Solar, biomass/biogas, wind power, etc.), 
  • Strengthen the RETIs’ capacities with regards to training methods and didactics (course structure, curricula, etc.), 
  • Improve the RETI-specific management capacities (marketing, acquisition, networking, etc.), and 
  • Facilitate an active networking and exchange among the RETIs in the region.

Target countries

Brunei Darussalam, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand and Vietnam.

Based on an initial needs-assessment among the relevant institutions, three train-the-trainer seminars for selected participants from RETIs of some ASEAN countries are scheduled in the region. The programme is fully funded by the ASEAN-RESP project, and cover the costs of all seminars, travel and accommodation expenses for participants.

  1. Malaysia, Selangor: Planning trainings by the example of training sequences of PV system installation, commissioning and operation,  16th-20th November 2015 
  2. Thailand, Bangkok: Designing a training for policy makers and administrators by the example of   training sequences of renewable energy support mechanisms 15th-18th February 2016 
  3. Philippines, Manila:  Running  RETI and designing a training on renewable energy projects development and finance, 25th-28th April 2016
