TREE – Capacity Building Needs Assessment and Promotion (TREE-CNAP)
TREE goes into third round in 2011
The Renewables Academy (RENAC) based in Berlin was commissioned by the German Federal Foreign Office (FFO) to implement the project TREE-CNAP.
TREE stands for “Transfer Renewable Energy & Energy Efficiency” and is a German scholarship program. TREE-CNAP is a preparatory project for trainings in the field of renewable energy and energy efficiency, which will be offered for 10 target countries next year.
Within this project the training needs and interests of different stakeholders from the public and private sector will be identified. Know-how on technical, financial and legal aspects of renewables and energy efficiency are an essential precondition for a national development targeting on sustainable energy supply. The expertise needed varies strongly according the different tasks and position of stakeholders involved like policymakers, financing institutions, producers, project developers and installers. The TREE-CNAP project continues with the successful know-how transfer concept of the TREE-Project for ministries and public authorities, designed and implemented by RENAC since 2008.
Target countries
Within the TREE-CNAP-project especially countries with Russian and Portuguese language background have the chance to benefit from the German experience regarding the development of renewable energy and energy efficiency markets. The target countries are:
- Angola, Azerbaijan
- Kazakhstan
- Mongolia, Mozambique
- Russian Federation
- South Africa
- Tajikistan, Turkmenistan
- Ukraine
The TREE-CNAP-Project will support the identification of trainings needs and the creation of respective training concepts mainly in the field of further education for professionals. Within 2011 a capacity needs workshop or individual talks with relevant stakeholders from ministries, economy, finance sector and training institutions shall be implemented in Azerbaijan, Kazakhstan, Mongolia, Tajikistan, Turkmenistan, Ukraine
Objectives
The TREE-CNAP-project is regarded as a preparatory project for trainings and seminars which shall be offered for all 10 the partner-countries in 2012. The objectives of this preparatory project are:
- Get a clear picture on the status quo and plans regarding RE and EE in the target countries.
- Identify the interest in exchange of experiences and training needs of policymakers.
- Identify the status quo and gaps of vocational, academic and further training with respect to different professions along the value chain of RE and EE.
- Identify relevant stakeholders from the public and private sector interested or active in capacity building on RE and EE.
- Awareness rising for the potentials of RE and EE with a special focus on regional value creation and new jobs.
Activities planned
The objectives planned can only be achieved with information and support of various institutions from Germany and the target countries. The planned activities focusing on RE and EE are:
- Identification and collection of information on relevant stakeholders for the implementation of RE and EE policies and capacity building and RE and EE plans in the target countries.
- Fact-finding missions to Azerbaijan, Kazakhstan, Mongolia, Tajikistan and Ukraine in 2011:
- Reception together with the German Embassy in Azerbaijan, Kazakhstan, Mongolia, Tajikistan and Ukraine
- Workshops on training needs with relevant stakeholders from the public, private and educational sector (1/2 day, in each target country).
- Bilataral talks with these relevant stakeholders on capacity building
- Drafting of individual training concepts for all target countries according to the feedback collected on the fact-finding mission.

Intended seminars and trainings in 2012
The planned trainings can be designed according to the needs and wishes of the participants from the public sector.
RENAC is offering trainings on solar Photovoltaics, solar thermal, wind energy, bioenergy and energy efficiency in the building sector and industry and commerce. Depending on the background, level and interest of the participants the training will focus on technical, legal, economic or project development aspects.
The trainings will be carried out in the target countries with translation into Russian or Portuguese and will consist of online parts, face-to-face trainings, theory, case studies and practical exercises.
Timeline
This preparatory project has to be carried out in 2011. The results will be used for the intended continuation of the TREE-Project in 2012.
The reception and the capacity needs workshop in Azerbaijan, Kazakhstan, Mongolia, Tajikistan and Ukraine will be carried out in the first half of December 2011.
